KYIV, Ukraine (TECHY QUANTUM) — Ukrainian President Volodymyr Zelenskiy said Tuesday that Kyiv is discussing with Washington a potential presence of US troops in Ukraine as part of broader security guarantees. 

The announcement comes amid escalating diplomatic tension following Russia’s claim of an attack on President Vladimir Putin’s residence, which Ukraine and Western allies called baseless.

The discussions on security guarantees follow nearly four years of conflict since Russia launched its full scale invasion of Ukraine in February 2022. Zelenskiy spoke in a WhatsApp chat with media, emphasizing Kyiv’s commitment to ongoing negotiations to end the war. 

He expressed willingness to meet Putin in any format, despite the deep lack of trust between the two sides. US former President Donald Trump, who has played a mediation role, said Sunday he and Zelenskiy were “maybe very close” to an agreement, although territorial disputes remain unresolved. 

Trump noted that European countries are expected to contribute significantly to the security framework, with US support continuing alongside them.

Tensions escalated after Russia accused Kyiv of striking a presidential residence in the Novgorod region with 91 long-range drones. Moscow labeled the incident “state terrorism” and warned of retaliatory strikes. 

Ukraine denied the allegations, describing them as fabricated to undermine peace talks. French officials also found no evidence corroborating Russia’s claims.

Security analysts said the discussion of US troop deployment reflects Kyiv’s desire for stronger deterrence against potential Russian escalation. 

“A US troop presence would not only serve as a psychological boost for Ukraine’s forces but also signal firm Western backing,” said Maria Ivanova, a senior analyst at the European Security Forum in Brussels.

The alleged attack on Putin’s residence, if fabricated, could provide Moscow with justification to harden its negotiating stance. 

“Russia may be leveraging these claims to extract territorial concessions while maintaining the appearance of engagement in talks,” said James Holloway, a former US State Department adviser on Eastern European affairs.

Since February 2022, the conflict has caused over 30,000 civilian deaths and displaced millions, according to the United Nations.

The disputed Donbas region remains a key point of contention, with Russia demanding Ukrainian withdrawal from the last areas under Kyiv control. By contrast, Ukraine seeks to freeze front lines and end hostilities without relinquishing territory.

Maritime warfare in the Black Sea has intensified in recent months. Ukrainian authorities report increasing use of sea drones against Russian linked commercial vessels, while Russia continues attacks on Ukrainian ports, including Odesa, critical for trade and wartime logistics.

In Kyiv, residents expressed cautious optimism. “We hope Western guarantees mean a stronger defense, but peace still seems distant,” said Olena Marchenko, a local teacher. 

In Odesa, port workers noted heightened alert as Russia launched additional drone strikes on shipping infrastructure. “Every day the threat is real, but we keep working,” said Andriy Kovalenko, a dock supervisor.

Polish Prime Minister Donald Tusk suggested US security guarantees could enable peace in Ukraine within weeks, though he cautioned that success remains uncertain. 

Tusk also hinted at the potential deployment of US troops along the contact line, a move that could alter the military balance but was not detailed further.

The outcome of current negotiations remains unclear. Experts note that even with US involvement, territorial issues are likely to slow progress. 

Analysts also stress the delicate balance between providing security guarantees and avoiding escalation that could provoke direct confrontation with Russia.

Continued diplomacy will likely focus on mechanisms for halting hostilities, verifying security assurances, and reconciling territorial claims. The credibility of alleged attacks and ongoing maritime skirmishes could influence both the pace and scope of any settlement.

Ukraine’s discussions with the United States on troop presence and security guarantees represent a significant development in peace diplomacy, while Russia’s unverified claims of an attack on Putin’s residence complicate negotiations.
