WASHINGTON — President Donald Trump is set to deliver a Trump primetime address at nine pm Eastern time on Tuesday, outlining what the White House describes as the achievements of his second term so far and his policy priorities for the next three years. 

The nationally televised speech comes at a moment of internal Republican tension, as several GOP lawmakers side with Democrats on a key health care issue.

White House Press Secretary Karoline Leavitt said the Trump primetime address will focus on accomplishments from the past eleven months and plans still ahead.

“He is going to talk a lot about the accomplishments in the past eleven months,” Leavitt said.

According to the White House, the Trump primetime address will emphasize economic growth, border enforcement and foreign policy initiatives pursued during the president’s second term. 

Leavitt said the president will also highlight what she described as efforts to “bring our country back to greatness.” The address coincides with a rare break in party ranks on Capitol Hill. 

Four centrist House Republicans Reps. Brian Fitzpatrick, Robert Bresnahan and Ryan Mackenzie of Pennsylvania and Rep. Mike Lawler of New York signed a Democratic led discharge petition that will force a House vote on extending Affordable Care Act subsidies for three years.

Those subsidies, enacted during the COVID-era and later extended, are set to expire at the end of the year unless Congress acts.

Political analysts say the timing of the Trump primetime address underscores competing pressures facing the administration and congressional Republicans.

“The White House wants to project unity and momentum,” said Laura Mendelson, a political scientist at Georgetown University. 

“At the same time, health care remains one of the few areas where bipartisan coalitions can still form, especially when voters feel direct financial impact.”

Mendelson said the address is likely aimed at reinforcing the president’s policy narrative ahead of a critical legislative stretch.

Affordable Care Act subsidies have significantly reduced monthly insurance premiums for millions of Americans. 

According to data from the Department of Health and Human Services, enhanced tax credits lowered average premiums by about forty percent for enrollees using the federal marketplace.

If the subsidies expire, the Congressional Budget Office has estimated that millions could see annual premium increases of several thousand dollars. 

Supporters of the extension argue that failing to act would reverse coverage gains made over the past several years.

The Trump primetime address is expected to touch broadly on health care costs but not specifically endorse the subsidy extension, according to administration officials familiar with the speech planning.

For some Americans, the issue is personal. Maria Sanchez, a small business owner in Allentown, Pennsylvania, said the subsidies allowed her family to keep coverage.

“Our premiums dropped enough that we could finally save a little,” Sanchez said. “If that goes away, we would have to make hard choices.”

Sen. Dick Durbin, D-Ill., said the House petition is about giving lawmakers a chance to vote.

“I think we’ve got a chance, and that’s all we’ve been asking for, to give us a chance to vote on a bill that protects more families from these outrageous health insurance premiums,” Durbin said.

House Speaker Mike Johnson rejected claims that Republican leadership miscalculated.

“I have not lost control of the House,” Johnson said. “We have the smallest majority in US history. These are not normal times.”

The discharge petition guarantees a House vote on extending the subsidies, likely as early as January. If approved, the measure would still face a Senate vote, where its prospects remain uncertain.

Meanwhile, the Trump primetime address is expected to preview legislative goals for the remainder of the term, including budget priorities and regulatory changes. 

Administration officials said the president will frame the coming years as an opportunity to consolidate policy gains.
